"On one hand, you have the public interest that is served by raising environmental concerns. On the other hand, the developer needs predictability to know whether or not the project is going to proceed," said Bradley L. Croft, a lawyer at Ruberto, Israel & Weiner in Boston and member of the Boston Bar Association's Construction Law Committee.
